Was the Great Famine in Ireland made worse by the actions of the UK Government?

English history is incredibly biased. An English girl joined my Third Year here in Ireland when I was in school and she didn't even know England had much to do with the Famine. Obviously, the blight wasn't caused by them. It was caused by a new fertilizer made of Guana which contained spores but the English took full advantage. All they'd learnt was that England had helped Ireland become more Industrialised and they had left out the fact that the population was more than halved, people were starved, Irish langauge, education & Catholic religion were banned and that the Queen actually refused aid to Ireland as she had only given a small amount and she didn't want any other country to be seen giving more aid than she had even though other countries were far more willing to help.
