In an ideal country how SHOULD federal funds/taxes (revenue) be distributed?

In an IDEAL scenario, the federal government should be limited to funding those things listed in Article One, Section Eight of the US Constitution and nothing else. You can easily understand what the drafters of the Constitution meant by reading the Federalist Papers and various other documents that relate the intentions and visions of the founding fathers as to the 'limited' role of the federal government.
