Will the Judge dismiss this charge and what can I do to get my tags?

I got a ticket for bearing fictions tags. I was surprised because the dealer was supposed to have transferred the tags from my old car to my new car, because they told me that's what they did. later after getting the ticket I go to the dealer and go to see what the hell happened and they give me a b.s story about there being a computer error. they have given me two 30 day tags( I got the car in November ) this happened in December and it is now February and every time i go to see if the sent the info to the d.m.v to get my tags I get the run around from them and on top of that the guy who did my paper work has mysteriously quit and no longer works there and they act as if the whole situation is out of their hands
