He wont hold my hand?

We are 13 and 14. We have been going out for a month and he says he loves me and that he wants to spend the rest of his life with me. ( Whatever that means) We are perfect and havent had any problems so far. He is a perfect gentleman. We can hug, sit really close to each other, he can put his arm around me, and I can put my head on his shoulder. He gets nervous to hold my hand for some reason. One time I was like shouldnt we be sitting next to each other? and apparently he liked it that I asked like that. So he wants me to do the sam for holding hands. I mean shouldnt he do it himself if he really wants and surprise me not wait for me to ask him? We have talked about kissing but that hasnt happened either. So why wont he just suck it up and hold my hand?
